Further central core elements of the citizen's allowance introduced in January 2023 take effect at the beginning of the second half of the year. After the new standard rates introduced at the beginning of the year, the expanded toolbox for subsidies and the cooperation plan will now be introduced.

Frank Mahlkow, Managing Director of the Job Center Frankfurt (Oder), explains: "In the second step of the citizen's income reform, the labor market opportunities for our citizens improve. The Bürgergeld-Beziehende can qualify and educate themselves more easily. We are prepared and look forward!"

New opportunities for four million employable citizen benefit recipients
These include, for example, the expanded funding opportunities in the field of further training and qualification, the newly introduced further training allowance and holistic support, i.e. coaching.
The elimination of placement priority, especially for the low-skilled, lends even more weight to continuing vocational training. So it stands for the citizens in the future in principle freely to decide as alternative to a short term employment admission for a long-term qualification. The Citizen's Income Act is thus geared toward sustainable integration.
The allowances for supplementary income will also change; for example, income from vocational training will only be taken into account above the mini-job limit (520 euros). Income from pupil jobs in the vacations remains completely unconsidered. In addition, maternity pay will no longer be taken into account in the future.

Cooperation plan will be introduced gradually until the end of 2023
The cooperation plan replaces the previous integration agreement and promotes trusting cooperation between citizens and the job center. In the cooperation plan, the next steps are jointly agreed.
