On August 29, District Administrator Gernot Schmidt and the alderman Rainer Schinkel opened the exhibition of all submitted contributions to the realization competition Klosterstraße 14 – Landratsamt – Haus 9 (Former land poor and military invalids house).

In the presence of the representatives of the competition participants and the members of the jury, District Administrator Gernot Schmidt thanked all competition participants and all those involved in the process for their committed and creative work. He gave special praise to the entrants for the high architectural quality of their entries.

The district of Märkisch-Oderland intends to entrust the first prize-winner with further planning services for the renovation and conversion of House 9.

The exhibition can be seen until September 6 in the foyer of the district administration Seelow. From September 12, the competition works will be exhibited in the office Klosterstraße 14 in Strausberg.

Background:

1. Initial situation
The district Märkisch-Oderland operates in the buildings of the former Landarmen- und Militärinvalidenhaus the service Strausberg. The listed building complex consists of seven buildings, which were erected in the period from 1787.
The former institutional church has been used for many years as a parking lot for official vehicles of the district. The building is preserved in its original form only fragmentarily, changes in use have led to a comprehensive overhaul in the 20th century.
At the same time, House 9 is listed as part of the ensemble "Former Rural Poor and Military Invalids' House". The garage building is to be rebuilt in the coming years and expanded by adding floors to provide necessary office space and an appropriate meeting room for the office of the District Office.

2. Terms of reference of the competition
The aim of the competition was to obtain a high-quality design for the renovation and expansion of the building, which is currently used as a garage, in accordance with the requirements of a listed building, which fits appropriately into the protected monument ensemble of the former Landarme- und Militärinvalidenhaus in terms of urban planning, functionally meets the usage requirements of the district administration, offers flexibility for changing needs and makes an architectural contribution to contemporary building culture.
The Brandenburg Chamber of Architects and the Brandenburg State Office for the Preservation of Historical Monuments were involved in an advisory capacity in the preparation and announcement of the competition.
Ten planning teams were selected to work on the competition task. A team were set by the Auslober. Nine further participants in the competition were drawn by lot on the basis of their qualification from 26 admitted applications. The dispatch of the competition documents took place on 25.05.2023. The processing period ended on 14.07.2023. All competition participants submitted their competition contributions in due form and time.

3. Meeting of the jury
On Tuesday, August 22, 2023, the jury met from 10:00 am all day at the STIC Strausberg. All ten submitted competition entries were admitted for evaluation by the jury after the result of the preliminary examination.
After information and evaluation rounds, the jury with the two subject judges District Administrator Gernot Schmidt and Alderman Rainer Schinkel and the three expert judges Ms. Katja Melan (architect BDA, Potsdam), Ms. Juliane Gaudlitz-Holz (architect, Zwickau) and Ms. Anne Lampen (architect BDA, Berlin) under the advice of experts determined the ranking of the competition works.

4. Result of the jury meeting
In the realization competition for the house 9 of the Klosterstraße 14 - Landratsamt - three prizes were awarded according to the tender:

3rd prize | Winking Froh Architekten GmbH, Berlin
 

The jury, chaired by Anne Lampen (architect BDA, Berlin), recognized the high quality of the competition entries submitted for the renovation and conversion of House 9. The designs for the building take into account in different ways the challenging urban planning situation with the ensemble of monuments. Taking into account the specified space program, the competition participants contribute a large number of creative solution proposals for a modern administrative building with good working conditions for the employees of the district administration, as well as for visitors and guests. The works awarded the prizes were particularly convincing with regard to the specified assessment criteria.
